Skill Points per Level

I'm trying to make a mod that allows you to only take a perk when you level up. So no skill points at all. However I can't get the skill points to change at all. I've tried changing the following settings to 0 and no effect at all.

 

iLevelUpSkillCount 0

iLevelUpSkillPointsBase 0

iLevelUpSkillPointsInterval 0

 

EDIT: Nevermind. I managed to do it via adding a perk to the player that lowered skill points gained to 0
