Why am I taking such a fps hit with my mods?

Depends on a lot of things.

 

I have an i7 and a GTX 760 on one 1920x1080 monitor, and I get 30 FPS constant while outdoors; up to 120 indoors. With your graphics cards, it should be running a lot better than that, but again, there are a lot of factors that could explain your low FPS.

 

I would disable your ENB (just move all of its files out of the data folder), just to see if the texture mods have anything to do with it. Likewise, disable your texture mods for a bit and just play the game with your ENB and the rest of your non-graphical mods. That should make it obvious what the cause of the low framerate is.

I have an 290X and got also crazy low fps at some points in the game.

My problem was that in the catalyst control centre the anti-aliasing was set to "enhance application settings", once I set it to "use applicationm settings" I have 60+ fps pretty much everywhere.

Mines already set to that.

Skyrim just seems to have these VRAM bursts and it doesn't seem to matter how good your rig is. I also get low framerates in some outdoor areas and I have 12GB of DDR3 RAM and a brand new 2GB Radeon 270x video card.

 

I just try to manage with every performance enhancer I can get my hands on. I also run Game Booster 3 from Advanced System Care to shut down Windows processes lagging the machine.

 

20 fps isn't actually too terrible. I was getting 8 fps while trying to go to some areas and had to actually uninstall Skyrim Flora Overhaul, which is really disappointing after spending $500 for a new video card and power supply.

When you have the top GPU in the world. Getting 20 fps on 1080p is unacceptable.
