Miserably low frame rate in certain dungeons

I swear Dawnguard dungeons have had this the worst, but the base game isn't free of this problem either.

 

In very certain dungeons I get < 15 frames. Typically I make a slow descent to 3 frames starting at 15 when I first enter.

I am not sure what is causing this as outside, during the day, I typically get 50~60 frames. In NEARLY all interiors I get an even 60, but on a rare occasion my frame rate drops like a rock. I have tried turning my ENB on and off in these areas to test if it's graphics related....and it is not, turning my ENB off makes ZERO change on my frame rate.

 

I posted this issue on another forum and we haven't come up with an answer (quite obviously, otherwise I wouldn't be posting here). I was told:

A) Install Unofficial Enhanced Lighting FX patch

and

B) install the newest XPMS as drauger had some sort of issues.

 

A did nothing towards the problem. Point B I think is accurate, except I DO have the latest version of XPMS. Correlation is not causation, but it does seem every time I am in one of these dungeons it does have Drauger and/or skeletons.

Try reinstalling XPMS and choose not to install those certain skeletons.
