Random CTD while outside and missing textures

I get random CTDs at random intervals when out in the open. I first thought this was due to spawns, but this even happened when I stood still in one spot.

Textures also forget to load, but it this happens in conjuction with crashes may be random as I usually leave the game when I see it.

 

I have used every tool I can think of to solve this; ENBoost, SSME, neither seem to really solve the problem.

 

I am not sure exactly how this is possible as I avoid ENB mods due to how heavy they are and while I use some scripted mods, I don't see the connection as the occurences are too random. Or are they?
