Realistic Guards and Stealth

well this has bugged me beyond belief and it seems to me that this was done before but i could not find a thing so if someone could tell me that would be great but i searched it (with this site's most horrid search engine) to no avail.

Anyway, i'd like a mod that makes guards not chase you unless they saw you kill a civie or see another guard attacking/chasing you.

Example: I'm in stealth behind a guard...not seen...with an instant kill weapon. I kill the guard wit no one knowing the wiser. Then i walk into the view of a guard and hes already on me...im tired of this!!! :wallbash:

Please someone make a mod that has the guards less omnipotent.

What i'm looking for

I'm not sure if that mod includes not being chased if there is no scream...like a 1-hit-kill stealth kill, but i will know for sure shortly.

You might also want to check out Reneer's Guard Overhaul: http://www.tesnexus.com/downloads/file.php?id=5977

Does about what the above mod does, plus a lot of other features. Each city has a relatively separate bounty, guards help other guards if they can actually you fighting, disguises are available, and if you kill everyone to witness you crime you no longer have a bounty. I think you can even carry bodies out of sight, and the guards can notice your suspicious behavior.
