Oblivion AND Wrye Bash suddenly won't launch

I have been running Oblivion and Wrye bash with no problems for months on vista. Last night I was in the CS looking at the bruma chapel and noticed the ground level was higher than I remembered seeing before (can't see the steps at all, whereas before I could). Also not sure which one is right. Load order might have caused the difference, because I did change load orders. Anyway, I was afraid that I maybe accidentally moved something, so I thought I would just replace the bette cities.esp file and that would fix it. I replced the file, went into wrye bash right clicked on the BC permanent resources and clicked install. Then it basically quit responding and I had to end the program with task manager. Now the fun part. Wrye bash won't even start now. I get the little twirling circle for about 3 seconds and then nothing. Trying to start oblivion is also useless, I don't think I even get to the logo screens. I can imagine a corrupted mod file would affect oblivion but I have no idea why WB would suddenly not even start. I was hoping to get a nice mod uploaded for everyone this weekend but this has thrown a wrench into it. Thanks for any help

Delete pidfile.tmp from your Oblivion/Mopy directory. Every time you open Wrye Bash this file is created to let WB know it's already running to ensure multiple instances of the program cannot be running at the same time. This file is supposed to auto-delete itself when Wrye Bash closes. However when Wrye Bash, or your PC, crashes or isn't closed properly this file can be left behind and will prevent Wrye Bash from starting, since WB thinks it's already running. Edited by Smooth613

Thanks!, I worked like a charm. I had no idea. I'm pretty sure oblivion should work now as well, since I found an issue with one mod. Happy new year.
