fomm wON'T START FOR nEW vEGAS

I'm getting the following ierrors.

Yeah the Fallout III FOMM works just fine its just the New Vegas FOMM that gets this. it worked fine the first time I installed it but after some testing of some stuff and reinstalling it from Steem I'm gettign this.

The process cannot access the file 'C:\Program Files\Steam\SteamApps\common\fallout new vegas\Data\FalloutNV.esm' because it is being used by another process.

 

Please make sure the game is not running, geck is not running, etc. Whenever you have two Windows programs trying to access the same file, the second one is always prevented from starting.
