Request: Nuka-cola quartz Low-light vision on hotkey with NVSE.

Hi all, I have a slight request here, Could anyone make a mod that lets me bind a key that gives the Nuke-cola quartz low-light viison effect when pressed? then disables it when its pressed again? I assume something like this will need NVSE, but a toggleable item works fine too.

 

Thanks if ya can do this, I looked around and haven't really found any item in game or a mod that does something like it. I don't lile night vision cuz it tints everything red, the cat eye chem tints everything blue, however the nuka-cola quartz low-light vision just makes everything brighter which is perfect.
