helping ironing out a few ugly issues

while playing my game today i came across 2 issues with my game
theyre not game breaking but really ugly and standout
one is the snow on the road sometimes looks really blocky
and the other is the interior lighting loves to pop in and out

what could be causing this issue
i just used LOOT and it didnt fix the issue
