The file must go in a folder (under Voice) corresponding to the name of your mod, the race and gender, like so:

 

\Data\Sound\Voice\MyDialogMod.esp\Imperial\M\

If you want to replace vanilla dialog, you will need to extract the voice files from the bsa into the correct folder structure, but it's far batter (and safer) to create your own mod, which can be deactivated if anything goes wrong..

I followed the tutorial but it didn't work.

That tutorial is for the old version of the CS when you could generate LIP files so instead I used this: Silent _mp3 AND _lip

 

It didn't work, I know I named the files right and made the correct folder structure.

 

Now I'm really stumped. :(

You must be doing something wrong; unfortunately I am not a dialog expert. Have you considered Elys Universal Silent Voice? Also, you could take a look here.

I have already read the second link.

Have you actually made any dialogue yourself for a mod?

Please try it (it shouldn't take long) and let me know of you can do it. I just want to see if it's something wrong with the tutorial or something that I'm doing wrong.
