I am totally new to the Elder Scrolls scene.

Can anybody provide a directory, list, or link on what I should do to install/use/manage mods?

for oblivion, try OBMM (oblivion mod manager)

you will also need OBSE (oblivion script extender)

OBSE isnt up up on the nexus i think, so just google it

OBMM is on the nexus, so just search it int he oblivion section and you will have no problem

 

but before you add mods, or start to mod yourself, play through the main quest ONCE UNMODDED!!!

you should feel the game before adding mods of any kind
