Alternative Start by Ship and Better Cities Problem

First, forgive me if this has been answered before, but all my searching has been in vain. I am currently trying out the Alternative Start by Ship mod, as well as the entire Better Cities compilation. My issue arises when I exit the ship to any of the available ports: Anvil, Imperial city Waterfront, and Leyawiin. The mod puts all of my belongings in a traveler's sack near the point of entry, but I can't 'legally' take from that sack, since the Better Cities mod seems to make this sack and other containers out in the open illegal to open. I suppose this wouldn't be too much of an issue if I was trying to make thief, but making anything else makes it near impossible to take my belongings from the sack without promptly getting arrested. Does anyone have any idea how to fix this? Or do I need to go into the CS to edit it by hand? any help on the issue would be greatly appreciated.

 

*EDIT* The problem was not with Better Cities, but the Enhanced Economy mod. Problem is fixed now, thanks!

I'm not exactly sure how to fix your problem, but if you really want those items in the sack then you could just open up the sack, see what items are inside (this will not get you a bounty) and then go to the testinghall and find those items. To get to the testinghall, if you don't know then go into the console (the ` or ~ button) and type: "coc testinghall" (without the quotation marks) or "player.coc testinghall" (and once again no quotation marks).

Thanks for your help, I was really hopeful that the SetOwnership command would work, but it doesn't seem to work. I opened the console, clicked on the sack, then typed SetOwnership, but the sack still appeared red and anything I took from it quickly got the guard to pounce on me. I also tried player.setownership, but that didn't work either. I suppose I'll need to mess around with the commands a bit more, or possibly use the Construction Set to fix it.
