CTD After First Intro Image. No Mods

I have no mods installed, I removed them all. I also reinstalled Fallout New Vegas and the problem disappeared for a few minutes for several start ups, and I had a few mods installed, then I removed the mods, verified the integrity of the files via steam, and the problem still applies.

 

Getting fairly annoyed here that I can't play the game.

 

UPDATE: Doesn't even play the entire intro, just crashes after the very first image you see when starting FNV.

Try backing up Fallout.ini then deleting Fallout.ini and starting FNV from the Steam launcher.

Thats the error code.

 

Theres also a small little window in the top left, that has white borders and black inside, and the window where the game should be is black.
