He doesn't control anything, his society has more freedom then any stable government in our modern world.

 

His laws are pretty simple, and he doesn't have very many rules.

 

The endings seem to imply differently.

 

Mr. House continued to run New Vegas his way, a despotic vision of Pre-War glory. The streets were orderly, efficient, cold.

 

Supporting the ideals of independence, the Courier was recognized as the man/woman responsible for a truly free New Vegas. He/she ensured Mr. House's tyranny was broken and neither Caesar's Legion nor NCR would ever gain control over New Vegas.

 

House's regime isn't as repressive as Caesar's, but he's no saintly benevolent despot.

That simply word play.

 

The game tries to make the NCR the good guy choice, and everything else the bad guy choice.

FYI to those who think that the Legion doesn't do anything for the wasteland, just talk to Dale Barton in the fort, examine the Legion ending, etc. before making bold claims with no evidence to back them up.

The Legion does a lot for the Wasteland, which pales in comparison to what the Legion does to the Wasteland (and virtually everyone in it).

 

The only thing separating the Legion from the Fiends is discipline.
