How to get load order right

Ok, so I follow this guide http://devnull.sweetdanger.net/fcomloadorderexpanded.html on how to install fcom properly. I have BOSS for load order management, but that doesn't seem to do anything.... I tried changing the load order on Wrye Bash manually, but I have no idea on how to move the mods around, I tried ctrl up and down and that didn't do anything. Help would be greatly appreciated.

Go into Wrye Bash, right click on the column header, and uncheck "Lock times" in the menu that appears. This should now allow BOSS to work properly.

Should I have wrye bash open when I use BOSS or closed?

Doesn't matter. The important thing is that Lock Times is turned off.
