Can't Start Hardcore Mode - HELP!! - (load order included)

I can't start Hardcore Mode when leaving Doc Mitchell's... I started a new game after removing arwen's overhaul and implementing Xodarap's various files below (as well as the RHF files), I'm not sure it's linked to any of those though because I try deactivating them and still can't start Hardcore Mode on my way out of Doc Mitchell's... Does anyone see anything obvious?

 

What follows is my load order as "Copy to Clipboard" from FOMM - FNV

Hmm, I have the same problem although I am usually too lazy to attempt to find the reason for it. See if you can set Hardcore mode on from the options menu? Usually that works for me.

Well, I could do that but then I'm thinking I won't get the "special reward" for playing throughout with it... maybe that's a stupid reason to worry about it?

 

I'd still like to know wtf is going on though... :(
