Mod request: Upscaling quests

As I'm sure everyone has experienced by now, it happens quite frequently that you pick up a contract or take a sidequests and it turns out that you're double the recommended level, meaning that anything you can possibly face in that quest will very likely die in one or two hits and barely damage you at all.

 

I'd like a mod that changes that. The idea I had is to leave most mobs in the world be, let wild dogs for example remain level 1, and so on - but scale up all the quests you've outleveled so that the challenge never disappears.

 

Note that doing the reverse would be disastruous, i.e. downscaling high level quests to low level. Not a good idea.
