How to modify skills and skill trees?

I wonder which file(s) I need to edit to make a change to taster level 2.

What I ultimately would like it to do is reduce toxic levels of potions with 10-25% so I can use a larger variety of potion combinations.

And thus make it more viable to actually take that talent, other way would be to reduce all potions toxic by default, which I'm not

to intesfed in.

 

So anyone knows which files I need to look at?

I know this is a year old question, but I will answer it anyway for the record in case someone is looking for this information. All geralt abilities can be modified in an XML file located in "Witcher 2 directory\CookedPC\_pack0\abilities\geralt_skills.xml".
