textures to mod

I was wondering where you gett access to this stuff in order to modify it. I really like the emblem on the walkway right in front of the arcane tower in the imperial city but think it swould cool in som eother colors for personal use maybe in my home there.

 

So how do I go about getting the texture?

You'll need to unpack the game's BSAs using a program such as this one:
