This map is not working...

There is a full terrain map, here: http://www.tesnexus.com/downloads/file.php?id=2634. That one works fine. Until I installed this one: http://www.tesnexus.com/downloads/file.php?id=23140 and all it's "requirements". I installed it all properly and all but its just the same as the first link's map, so it doesn't change the map at all. Even when I just end up deleting the map file in the textures folder and install the addon map again (the second link) it is the default map as in the one you get with the game. So can anyone help me to get the second map to work?

Some .esp dependent map mods only work when they are the very last mod in your load order. I got fed up with it all and am not using map mods with my current build.
