New computer; .55 not showing esps, dlcs or anything other then Skyrim and Update.

The esps show up in the vanilla launcher but do not stay activated. I saw 3 other people in the chat room were having the same problem. I wanted to bring this to someones attention and see if there was a way to download an older version of the manager. The launcher is also not downloading workshop mods from steam?

Yeah I dont think windows 8.1 likes anything messing with the C++ framework, I can't even install GOG Galaxy (I got a free witcher 3 code for them) on my computer because it gets to the C++ 2012 installation part and just dies and stops responding
