fomod - omod creation

Is there a piece of software that will take your mod files (esp,esm,textures,meshes,etc) and actually create a fomod/omod file out of them?

Instead of people just creating zips or rars of their files, this would be used to contain all the files and also the bits of info like Nexus mod page,

version number, author(s), so forth and so on?

 

If there is can someone tell me where to find it? If not, could a discussion get together and tell me what you want in it and how you want

it to look, and I'll try to create a program to do that. I'm sort of retired and looking for something to occupy my time.
