Fallout 3 Crashes on startup

I know you think this is just another game crash, but I assure you I have tried all of the fixes. I have the d3d9.dll, I've ran in windowed mode, I installed FOSE, I run as admin, I edited both of the .inis so that the game only runs on 2 cores, validated the integrity of the game crash, sorted my load order, everything. All I did was install the game, and then follow some of Gopher's mod tutorials to download a total of about 60 mods if you count their updates and compatibility patches. The game crashes, immediately, before I even see the first loading slide, open the window, black screen, game crash. I've tried running it with the windowed mode, at low settings, through FOSE, through NMM, and through Steam. I'm running it off a GTX970 with a Intel i5 4690 and 8gb of RAM on Windows 7 (which I have all of the fixes for) so my rig shouldn't be the issue. I've attached my load order in case I am just being really foolish. Thanks for any help.

If not then you shot yourself in the foot, casue the game has to run and lauch for the first time vanillia style in order to generate everything for the game to run, most of which is used by mods aswell. Think of it like a giant mod incompatibilty, where it needs the vanillia game generated files and if thats missing you'll crash everytime.
