Nexus Mod Manager not activating mods

Not 100% sure this is correct place, sorry if it's not, but I did see 2 other threads here with the same issue (and a response indicating we should each have our own thread which is why I'm not posting to them instead).

 

The Nexus Mod Manager will not activate any mods despite supposedly doing so.

The mods I'm trying to activate are MCM, CASM with MCM, the Cheat Terminal Redux and two other stability related ones I currently can't remember (will edit in later).

Every time I load my game they aren't running and when I close the Mod Manager and reopen it they are unselected.

 

I'm running Windows 8.1 64bit. I've tried to take ownership and give all possible permissions for all possible users to the Mod Manager as well as Run with Admin permissions and it hasn't helped. Inititally installed in Program Files but then installed outside program files to try to eliminate some more UAC issues.

 

I got a warning about the ini being read only the first time I ran the Manager and then allowed it to change that and I've checked that the ini really is no longer read only. Archive Invalidation is ticked which I think is how it should be.

 

I have a slight suspicion that it's trying to modify the wrong ini because PerfOptions keeps changing it's modified time stamp, but the actual ini modified time never changes (not sure where in the ini to check that though, but I haven't made any graphics settings adjustments so they shouldn't be coming from me).

 

I don't know what else to do at this point. All I could still do UAC wise short of turning it off (which I really don't want to do because it actually doesn't turn it off completely, just the prompts) would be to install New Vegas in my second Steam Library Folder outside Program Files but given the ini is in Documents I don't think that would help (and the Mod Manager is able to add the files to the game folder).

 

Any suggestions?

Moved everything to my other Steam Library...still no go.

 

 

Hmm...decided to force the issue and activated all the mods in the normal launcher...and now suddenly the Nexus Mod Manager has the ability to activate and deactivate mods?

You did what exactly? I just bought the NV Ultimate Edition, upgraded NMM to 0.55.1, installed a few mods (8 or so), Type3 body replacer works but LFox Invisible Armor not. No matter what I do, it's not for example in Chet's inventory.

Had an old installation from DVD version, wiped it clean, reinstalled all over, cleaned c:\users directories etc, started all fresh, meanwhile NMM .55.3, started a new game, saved, installed *only* LFox invisible armor, went to Chet: nothing. Mod is reported as activated.ESP file is in place in the Data folder, has permissions properly set (User and SYSTEM have all perms).

 

Clueless. (FO3 works good, btw.)

I just used the main FallOut launcher once (not mod manager, not nvse, not 4GB exe, just the original launcher) to activate various ESMs (only the main one was ticked, none of the DLC for instance so I ticked all that was there) and since then the Mod Manager has been able to activate and deactivate mods at will. I even took it off admin permission because the security screen when interacting with the Nexus kept crashing my browser so those actually weren't needed...or at least haven't been needed since.
