Fugitive Overhaul

For the first time today, I tried seriously playing a fugitive character. I quickly got on the bad side of the law and discovered that, after a couple of murders, it's pretty much impossible to play the game effectively without getting arrested. Keep in mind, I actually HAD the No Psychic Guards mod turned on. Nonetheless, once my bounty got high enough, guards in every city instantly recognized me as a serial killer. Though I could still hide from the law to some degree (and even though it's great fun to flee from the guards across the rooftops of Bravil,) every single town I wanted to navigate required me to kill about three or four guards. I could always give in to the jail time, but this would require me to accept that there could ever be a penalty for murder in Cyrodill aside from death -- rather unrealistic.

 

For this mod, I have several requests, but I'm not sure how difficult they would be:

 

Important:

-- Make it so guards no longer spontaneously recognize you as a criminal in normal, passive situations where you haven't just been seen breaking the law.

-- Make it so guards are less likely to recognize you if you haven't caused trouble in their city/town recently (example: so you could be heavily pursued in Bruma, escape the guards, and take refuge in Bravil until the heat dies down)

-- Allow the use of hoods and masks to hide your identity from the guards (in other words, they won't recognize you unless you cause trouble or talk to them)

-- The No Psychic Guards v1.2 mod by buddah (or equivalent fixing of the vanilla guard's ridiculous ESP)

 

Totally Optional:

-- Hidden unguarded entrances and exits from cities (I believe there's already a separate mod for this? A combination would be great though)

-- Unarmed or weakened NPCs will run and get guards for help rather than try and kill you alone.

-- The penalty for killing is death, but guards can still be bribed out of it for the bounty cost

-- Something like a guard tower in bigger cities (like Leyawiin and IC) that alerts all the guards in the city whenever you kill a guard outside or something?

-- And whatever else, really.

 

The goal is to keep playing a murdering, thieving character "challenging" without making it impossible to truly escape from the guards.
