No more leveling of NPC along with main character, but insteadlike in Fallout 1-2, if one travels all way down the map, he is asking for trouble... Thanks! FONV does have encounter zones. In the encounter zones you can deselect "match pc below minimum level" and then the minimum level of the encounter zone would apply for those NPCs, but only for leveled lists (which you'd have to create). For existing NPCs (not created by leveled lists, which is the case in the majority of NPCs you will run across in the game) you would have to deselect "level with player" from their form by hand. It's not something I'd like to do since it would probably be tedious to add all the npc's to different zones you create (and I suspect this would have a very limited appeal), but I think that would be the way to go about it. I have discovered a mod, that solves this problem in an interesting way - it fakes the player level, so world stops leveling along. The value is selectable.Its -Leveled Lists - BeGone! from "Practice makes Perfect" mod.
