CTD Startup Windows 7 - Can't find fix HELP!

Hello there,

 

I'm in a bit of a pickle with FO3. When I play it does this

I've tried this:

Replace "bUseThreadedAI=0 " with "bUseThreadedAI=1

Add an extra line and type "iNumHWThreads=2

Disabled .NET

Downloaded d3d9.dll

Downloaded CTD & Memory patch ENBoost

Downloaded ENBoost

Latest GPU Drivers

Everything I do with the folder is via this path: (tell me if i'm wrong) D:\Program Files (x86)\SteamLibrary\steamapps\common\Fallout 3

For FALLOUT.INI: C:\Users\The Cable Titan\Documents\My Games\Fallout3
