fNearDistance and Dependent Values

So I installed WMX and noticed that some weapons clip quite badly in Iron-sight mode (the BB gun for ex.), I immediately remembered Deadly reflex and how it was recommended that you set fNearDistance to a very low value or even 0 to reduce clipping for the new 1st person anims. So I set it to 0 to achieve the same effect, but it caused the sky-box (or whatever its called in gamebryo) to clip over terrain in the distance of the loaded cell. This happens for most values under 2 (default is 5).

Is there any way to have the engine render close to the screen as if fNearDistance was set to 0 without producing the bug, or is there a dependent value associated with the sky-box render distance I can adjust to allow me to use a very low value?
