First thing -- You don't need to cancel it. When the month expires, it will expire automatically and you won't be billed any further. You missed reading this in the description:"1 month Premium Membership. Premium Membership is valid on all Nexus sites including any sites that might be launched within the next month. After a month your Premium Membership will expire and your account will be automatically moved in to the "Supporter" member group where you'll continue to receive "Supporter" benefits including ad-free browsing and increase private message box capacity." Second thing -- You didn't need to have a paid membership to get Fallout (or any) mods. Mod downloads are available to every registered member, Premium or not.
