Would like a mod that delays the DLC just for new vegas

It sounds to me like the OP does not want the various packs loaded all at once-and that he is referring to them as "DLC" . This mod may work for that:

Used in combination with the mod Ladez linked might achieve what is desired.

 

 

and this is perfect actually

 

no longer start with OP weapons and tons of ammo ^~^ (unless i get a good roll on new start)

 

and i dont have press A 6 + times before i can do anything just to press A another 2 times
