Lip Sync Custom Dialogue

I have used tutorials to learn to create custom dialogue, and have run into a problem getting the WAV file to create a lip sync. I have searched forums, but have found no mention of this particular issue. I am hoping that someone can help me uncover a solution.

Whenever I attempt to create a lip sync file I get the following message:

LS Error –Data\Sound\Voice\etc…file info… dialogue line… - “The Impersonator Library data files were not found."

I can hear the WAV in the CS and the MP3 of the dialog in the game. To the best of my knowledge, I have used the correct frequency and bit rate in mono as required and have placed the sound files in the proper directory. I have even tried copying other lip sync files and renaming them to match mine just to get the lips moving, but that doesn't seem to work either.

I am using Soundforge to create the sound files, but also tried downloading Audicity and using it without success. I can only guess that the Impersonator Library data files are not accessible because of my folder setup, but I am working in the subdirectories that are listed in the tutorial. I am stumped at this point.
