Crash on New Game

My Oblivion crashes when I try to start a new game, or any game actually.

It also doesn't start playing the music on the main screen.

Completely unistalled and reinstalled the game, deleted the folders,cleaned the registry, updated drivers,changed the install location.

After looking for fixes for so long I decided to just ask.

This is a reinstall from a long time ago and yes it is a legit copy of the game, Oblivion:GOTY.

I have tried many guides to fix this like:

Specs:

Intel Core 2 Quad Q8200 2.33GHz

4GB Ram

Windows 7 64 Bit

Nvidia Geforce 9800 GT

Did your computer ever run Oblivion?

Exit Oblivion, then try renaming or deleting the oblivion.ini file (...\My Documents\My Games\Oblivion\Oblivion.ini)

Oblivion will then redetect hardware. It will also, probably, not recognize your video card and set everything to medium. Just change the settings according to what you think your card will support (You can always change them later)

If that doesn't help, try looking at background processes.

And, for grins, Experimentally, try turning off the audio

To test, in the ...\Documents\mygames\oblivion\Oblivion.ini file locate:

bMusicEnabled=1

bSoundEnabled=1

And change both 1's to 0

yeah, I had oblivion before, this is a reinstall. I tried disabling audio. I've Deleted the .Ini. No mods are installed on it. Just the basic Oblivion.

I have a tempt fix for now but it is definitely not Ideal. I created a whole new partition just to play this.
