Need help with New Vegas framerate and settings!

Hey peeps! I'm having some pretty damn bad issues right now, and this is about framerate, stuttering, etc. with New Vegas. My computer is a potato, "rocking" an Intel HD 3000 and an i5 1.70GHz Quad Core. Pretty horrible as a whole, but my other even worse computer runs this game at a constant 30FPS so I'm pretty sure it isn't that. Basically, what I've done to try and resolve this is using the 4GB exe, the stuttering removal mod, and also edit the INIs with the Configurator. So I do all of this, and the mods themselves don't help anything, but I then try the configurator and edit all the files. Put everything to the lowest possible, put down the resolution to 1024x768, and put the INIs to Read Only. Every single file has been edited, even Fallout_default.ini, alright, cool! I then continue to start the NVSE exe and, wait, the launcher? I then get booted into the launcher and it resets my settings for the Medium settings, okay then, so I try and paste in the backup of my edited INIs to it after having launched the launcher, and then I press play. Launcher quits, and nothing happens. f***. I go on ahead and try to just use the 4GB exe, launcher as well and resets my settings. What about the normal FalloutNV.exe? Same thing, Launcher and settings reset. Okay, so I let it reset the settings. And then, all EXEs except for the Launcher exe itself, goes straight to the game. But I really can't play the game with all the terrible and horrible stuttering and framerate I get with the default settings, so what do I do here? I also noticed that RendererInfo.txt for some reason states my graphics card being an Nvidia GS 7900 or something of the like, despite that being obviously very untrue. So what do I do here guys?

Also, I have to just add this in. I understand rules and all and if I accept them I should follow them, so I went into the chat earlier and was looking for help about this. I said beforehand that I'm certainly not demanding any help, and I don't want to annoy anyone. So then I go on ahead and ask what to do. It doesn't take long before somebody bans me instantly saying that I'm "ranting" or something? And a bit earlier I did indeed get a kick (which was apparently a warning without stating what I did wrong?) in which I talked about adult topics (like a single sentence really was all I said) and why I found the nude mods to be sort of odd, despite saying that I'm not judging and that I just can't relate to it myself :tongue:. That's against the rules, I found out after having to reconnect after the kick, and despite me finding it to be nothing short of dumb, a rule is a rule and I've accepted to it so I apologize and then start to ask about this issue of mine. So here I am, banned, for really not a great reason, just because someone misread or something. And I wasn't the only one to get that treatment either, I saw like five kicks per minute during that, and I couldn't see a single reason for it. The mods were really aggressive and I didn't really understand why they were like that. I don't mean to judge but I just want this site to be friendly and just good in general and I really don't feel like this behavior is okay, especially from those with such a position and as such with such power, it just feels like they're abusing it and just like they feel above everyone else. I really don't want to judge or hurt anyone but it feels like that's exactly what those mods were doing. Don't either want to call out any names, can't even remember them anyways :tongue:, but, yeah, I just think it's good if people are informed.

Also, sorry if this is the wrong topic here that I put this thread in but I couldn't find one that resembled my issue here so I just picked what was the closest :s.
