FalloutNV playerspellbook?

So I've noticed in the console commands the there is a playerspellbook (pbs) command and it says "Add all spells to player." and i was just wondering what purpose does it serve? I used the command in-game and it said 69 spells have been added. So the code obviously worked, for a second I thought it was meaning perks but when I went to my perks all I had where the ones I've obtained so far, just want to know what it did (i saved before I did this in case of any negative effects doubt their is any) just wondering what it was for. Ty for your time. P.S Not sure if this should go in discussions forum but I didn't see a questions section.

The Gamebryo engine powers Oblivion too, so probably just a leftover from that.
