PerMa Problesm, Enchated tempering and shortbows

Can someone please help me? I for the love of god cannot get perma to lets me temper enchanted equipment. I also have never seene a shortbow in the game despite the fact that PerMa is suppose to add them. This is a real problem for me and I can't get it to work, I'm still relatively new to modding.

In case someone actually reads this and wants to help, please dont just say "well you dont have patchus" because I have spent f*#@ing hours looking up how to f*#@ing add it or wtf and no ones says, if you wanna help PLEASE tell me how to add that thing!
