An idea to start it would be to talk to an NPC who was arrested in Markarth because he was trying to steal research from Calcemo, and when you talk to the NPC turns out they are a Dwemer expert, and were looking information on aethrium in Blackreach. Then you and the NPC could head into Blackreach and take it back bit by bit. How this would work is for example the first area you take is obviously the fort in the middle of Blackreach. You, the NPC, and maybe a follower would clear out enemies within the fort walls, and all interior locations. Once the fort taken back a guard system could be implemented, where you could train, equip, hire, and place guards. Could choose offensive training to increase damage, or Defensive training to increase health. A good way to implement equipment would be something like the Guard Equipment Chest from the Tundra Defense mod. Final upgrades could include armor having Dwemer artifacts like Spellbreaker, Visage of Mzund, and Aethrium pieces. Even use all the items special enchantments like the Visage of Mzund's breath power. The Hall of Rumination could be made into a GREAT player home, Debate Hall would make a great town hall or temple, and then the pumping station could be used as barracks where you could keep all your followers. And once you have bought upgrades to the fort, bought enough guards, You would be ready to take the next section of Blackreach! You would lead your guards into battle against an enemy encampment to take over the next section of Blackreach. The jist of the mod would be to take back Blackreach section by section. Each battle to take a section of Blackreach would have an increasingly larger battle, requiring you to hire more and more guards. After each section is taken, there would be upgrades available, such as houses or stores in the section you just captured. There would also be a special benefit such as being able to construct Dwarven Automatons to fight and help guard for you, the ability to place Dwemer Ballista traps, and so on. And as you are upgrading your city, you would have to defend from enemy raids trying to take back sections. This would continue until you have taken Alftand, Mzinchaleft, and Raldbthar. The final upgrades would be to construct small outposts guarding each of these 3 entrances and their Great lifts. Could Also create one at the Tower of Mzark, including the hearthfire player home close by. Once all upgrades are purchased, there would still be raids on the final outposts that were constructed. You could manage the raids by random, starting one whenever you want, and would include options such as enemy number and race (Falmer, nature, bandits, etc.) I can post pictures of a city I've already made with Tundra defense in Blackreach if any modders actually read this and are interested.
