N8theGr8
I am trying to get Mp3 files from the Oblivion/Data/Sound/Voice Folders, but I am unable to see some of the files. I am experiencing no problem with any voices in-game, so I'm assuming this may not have anything to do with Oblivion itself. I checked the Construction Set, and supposedly all files are intact, and I can't see them in Windows Explorer.
Surilindur
The voices (together with their lip sync files) are packed in the bsa archives. Loose files like that are most likely from the Unofficial Oblivion Patch - or another mod that modifies vanilla sound files. You can use a tool to unpack or browse the bsa archives, but make sure NOT to delete the original archives unless you want to redownload them (as you seem to have Steam, disc users would need to reinstall the game again to have them back). The Oblivion Mod Manager (OBMM) is capable of extracting and creating bsa archives. The ones that contain voices are named something like "Oblivion - Voices.bsa" and "DLCShiveringIsles - Voices.bsa", but I do not remember exactly. I think there were two voice bsa archives for base Oblivion game and one for Shivering Isles. Hopefully that helps a little. :)
