The Imperial Government

I found it always very disturbing that there wasn't any Government in the IC, While it is the capitol of the empire.
So my vision is to turn the area around the Palace from a graveyard( literal!!) into the diplomatic capitol of Tamriel. no longer a empty Council hall but a living parliament.

Features:
- make the Palace district a living, breathing goverment center with offices and ministries.
- a lot new NPC's with their own opinion, story and affairs
- a elder council that will have a meeting each day/week and discuss the faith of Tamriel
- new quest to help the councillors and civil servants for the good of the empire or their own good.
- lore correct information about the situation of the provinces through conversation and quests (i made it match with background information of the Beyond Cyrodiil: my hero's :happy:

Councilors

Every province has three seats in the Elder Council and a seat for someone of the church, a advisor of the Emperor and the Elder Councilor , there are no elections or whatever for the seats, but a resigning councilor may give his seat to everyone he wants. However there are some protest about this method, it does looks like its going to change.

Cyrodiil
Anton Goldwine - family of the killed count of Kvatch, his main priority is to rebuilt Kvatch to its old glory and maybe further
Ertius Trupto has caused rather a turmoil with the idea to make all provinces independent. With this plan he made a lot of enemies, Especially the advisers of the emperor.
Viania Callei rumors goes she a very close friend of Teemee, maybe a little to close

Black Marsh
Teemee got his job on a very mysterious way, people say its brought by a skooma-syndicate. That maybe also the reason that Teemee support legalize of Skooma.
Ram-Ku- a very loyal citizen of the empire, more loyal then most imperials.
Chanala- Chanala inherited the seat in the council from her uncle. The seat is in the family for decades, even when her son was jailed in the notorious Black-rose Prison. He escaped in the last breakout.

High Rock
Laniel Camaron- Son of the King of Daggerfall.
Barnand Frande-the family Frande are close friends with Queen of Wayrest Elysana, who had is one most feared leaders of west Tamriel. And Barnard will do every thing to help her, everything
Shakh Magar- It toke years to get a Orc in the council to represent the kingdom of Orsinium, however they only got there seat with the help of there new allies Wayrest, Orsinium wants to be threaded as a full grow Province with there own office and councilors . Unfortunately no one takes Shakh seriously.

Hammerfell
Waylas- is a fanatic Crown, what means that he life in the ways of the homeland of the redgaurds Yokuda. He says North Hammerfell is part of the Empire or Hammerfell, but a province of Yokuda.
Dandana- is the opposite of Waylas. He is a forebear. And loyal citizen of the empire. His relation with Waylas is very bad, so bad that it sometimes runs out in a fight.
Mania Mirel- is a Lhotunic, what between the Forebears and Crowns. She has a tough job to keep her two colleagues from fighting.

Elswery
Dro'Ba- is a loyal follower of the mane, a spiritual leader of Elswery. He dreams of the hot deserts of Elswery, but is gone there for years.
Tsabhi- as lost her man in the Five-Year war with Valenwood, since she hates every Bosmer to dead.
Ubaash- is a old, wise women who has her seat in the council for over 60 years.

Summerset Isle
Heceri- is a high-elf who still lives with idea that his people are superior to the other races. He thinks that the empire support on the high-elves. because this thought good, a group of extremists called the beautiful has threatened him with the dead.

Tragril- is a young and loyal citizen, who secretly support the Beautiful.
Virani- is a gorgeous woman who, following the rumors, should have a relation with Hreir the Convincer .

Skyrim
Hreir the Convincer- the nickname for Hreir did fall out of the sky. Hreir is a skilled politician, with a great chance to become successor of Ocato.
Fjolfr Drinkerd Fjolfr has a way with words, Unfortunately he also has a way with alcohol..
Thales Hubok- Thales is a real Nord, and she thinks that Skyrim may conquer the other provinces if they want.

Morrowind
Duldam Andrano- is a member of house Hlaalu, with a lot of power because he can stop the ebony export from Morrowind within a couple of days.
Sedave Arendus- member of house Dres and a good friend of Duldam Andrano. Because the recent turmoil in Morrowind with probably a house war as consequence. Arendus thinks hes been watching by Telvanni spies.
Sodrus Urvyn- member of Redoran, she is gone to leave her seat because she say she is hunted away by Andrano and Arendus. She want to give her seat to a Ashlander called Esarnat

Valenwood
Elberond- is a supporter of the Wild Hunt, a ancient ceremony to abide the Forest God. Elberond I a also loyal to the Prosecutor, a prophet who talks about the return of the Forest God.
Fillimir- has his seat for Valenwood, because there isnââ‚¬â„¢t national feeling in his province he just sits there for his self
Lorche- wants nothing else then that Valenwood become proud again, and is very fanatic in convincing everybody that Valenwood is a great place.

Selvia Delius- was a great fan and friend of Uriel Septim VII, now he is dead she is in moor, and would keep everything as it was when her Emperor was still alive.

representative of the church
Varnan Elbent- however Varnan is a Breton a very loyal worshipper of the nine. He thinks religion is the most important thing on the world. And when his Religion is threatened he will do everything to make sure its safe,

Elder councilor
Ocato- now the emperor is dead with no heirs to take the throne, lay the faith of the Empire in the hands of Ocato and the council. But now every councilor has his own agenda and the situations in the provinces is becoming more unstable its just the question how long the empire will last.
