FallOut VATS for Skyrim

Would it be doable to create the sames system Fallout uses for Magic in Skyrim I feel like a Skilled mage would be able to hit a lot better in combat then I can with the current system. Magic doesn't feel smooth, it feels rushed and panic as I back peddle to avoid being hit when in (game) reality my character could aim and throw far better.

How hard would it be to make?

Extremely hard to do - The game engines are enough different that the parts needed for VATS are just not included in the Skyrim version of the engine.

You may be able to use a slow time function to sort of simulate VATS though. But it will not have the automatic targeting or separate targeting of specific body parts as Skyrim doesn't support that either.

I reckon there isn't away to simply copy the parts of the engine over from Fall Out?

Nope, you cannot make any changes directly to the engine. It would be like copying parts of the core program from Win95 into the Win8 core - it probably wouldn't work at all, and if it did there would be unexpected consequences that make it a very bad idea. :pinch:

The above Idea would actually be very nice. You shouldn't be able to move when Time is slowed, that'd just be OP

I've been trying to backwards engineer the Steady Hand bow perk to work for spells instead but I'm hitting a wall, the perk leads to a spell that leads to an effect that leads to "bowspeedbonus" which I can't find
