I have found a couple of mods that give a varying degree of transparency for the charecter based on the % chameleon which is what I want, however they also remove the refraction effect. The Chameleon effect is a membrane shader, which is rendered directly onto the mesh. The transparency effect you mentioned is also a membrane shader. Unfortunately, Oblivion's engine only allows one membrane shader at a time to play on a mesh. That means you can have refraction or transparency, but not both. I could even settle for the refraction effect scaling with your % chameleon. The higher the % the lower the refraction, bottoming out at maybe 10% refraction so that you can still see your character.
