King of the Hill

I've been working on a mod for Fallout: New Vegas and would like some creative input. It's a kind of King of the Hill deal, where the game will, on cue, raise a flag and then spawn some NPCs. Its all pretty modular, so I can set when the hill will "fall" and what, exactly, spawns when it comes under "control". For example, a hill might spawn an NCR Ranger and three Troopers, and I can set it to become uncontested once the Ranger dies, disabling the Troopers and leaving the hill open to be taken over by some new faction.

The clever thing is that other NPCs can take control of an uncontested hill themselves, which is where I'm hitting something of a problem. I can spawn an NPC and then send it on a patrol, but I can't decide where to send them. I'm afraid that building a long patrol through multiple hills will cause NPCs to get bottled up, but having a bunch of little patrols jumping between two adjacent hills seems... unrealistic.

So I'm opening up to the Nexus community. Maybe someone out there has a better handle AI packages than I and can suggest something.
