Modding Loot Drop Style

Is there a way to mod the way loot is dropped from monsters/npcs in game other than just putting different items in the drop pool in the CS. For instance like how most newer rpgs have it where there is a % chance that said item/s will drop so that you might have to come back and fight said monster/npc multiple times to obtain the item that you want. Is that even possible in Oblivion? I find the %chance to be more fun of an experience than fighting once and getting all the drops in 1 kill.

Just use the leveled lists for it add 4 generic steel armor at same lvl and 1 bling armror at the same lvl should give you 20% drop rate chance of any enermy using it.
