LE How hard would it be to make a mod to remove most or all of the civil war?

I really really hate the civil war questline in Skyrim. Dragonborn is fine

Specifically I would like to avoid the wandering patrols with Nord prisoners, and the execution scene in Solitude. These make Skyrim a place I don't want to roleplay in. That and that all the Civil War actors are so overacted and annoying.

Ideally it would also prevent the Battleborn dialogs and any other Civil War related material from firing.

What is you opinion about creating such a mod that excises the Civil War completely from the game? I couldn't even play through the Civil War quest once and both side are repellent to me. Whiterun is a good place to roleplay and I would be extra happy if Solitude and Windhelm were removed from the map. It is possible to remove a whole city and cover it with vegetation.

With all the good survival mods I would much rather explore a Wild Skyrim than do the Civil war
