The hall is the same hall as the one you buy without the mod. Shum gro-Yarug sells it at the Castle Skingrad County Hall. It costs 25.000 gold and you'll need 70 disposition with him and also 15 Fame points to buy it. The furniture can be bought from Gunder at Colovian Traders.
