Ironsights-hipview problem

I have an issue where some guns fires in a semi iron sights view ( ie centered but not iron sights) and some guns take time to go into the hip view after shooting. The problem is worse with guns having a scope, they are in front of you while shooting in hip mode but not scoped, hence obstructing the view. Also most of the scoped weapons reload in centered view after releasing the right click and take time to go into hip view. Is this normal? because last time i played new vegas was unmodded and years ago so i dont remember, but it seems really off to me. Seems like the views are modified by eve or wmx. I have even installed the weapon animations replacers using fomod by gopher. Still the problem persists. Here are a few screens and my load order (ordered by loot ). The first two images are just shooting without using ironsights. The third pic is just releasing the ironsights button after shooting.
