Reusable weapon cleaning kit

There are already a lot of mods that address weapon (and even armor) repair by introducing workarounds, like armor repair kits and more options for scrapping "parts" guns, etc... I know this is an over-the-top sci-fi RPG, but seriously, unless you're shooting some pretty hot ammo guns don't degrade as fast as they do here. My idea is to introduce a weapon cleaning kit that, as long as it's used while the weapon is at or above the efficiency mark for condition, can keep a gun in top shape if used regularly.

I can't tell if there's a specific name for the condition level, but on gun and armor condition gauges there is a mark indicating that the gun/armor is doing max damage/protection. Cleaning a broken gun shouldn't raise the condition more than a few points, as no amount of solvent will fix a cracked receiver. But I think that higher part of the condition gauge represents a fully intact gun, that may get a little dirty and reduce the reliability. If you were to stop at a little campsite in the wasteland and clean your guns with the gun cleaning kit you can buy from select merchants, I see no reason why your guns would ever drop below that "efficient" condition.

The idea is to get an item that doesn't require a high degree of skill to use so characters that don't have a repair skill of 70 can have working guns. We could kick around ideas to make this a balanced tool so it doesn't completely negate the repair skill. It could be a small toolbox weighing like 3-5 pounds, costing 100 to 200 caps, with say 20 uses. It could be set to restore 10% of a weapon's condition each use, as long as the condition hasn't dropped below that damage/efficiency marker. Once below that marker, you could just make the cleaning kit useless because the gun's broken and needs actual repair. So when out scrounging for guns, and you finally find something cool and spend a fortune getting it fixed, you can maintain the gun for a realistic price.

Lots of rambling here, but this is like the Apprentice's Repair Hammer of Fallout.
