Title says it all. I want to instill fear into the hearts of my enemies like a total psycho. Cant be that hard can it?

I don't think raiders/fiends or any gang or mutant or abomination would get scared by that, maybe some goodsprings folks would do but i don't really think any other enemy of the wastes would fear that kind of thing, i mean have you seen the Raider Sadist Armor? It even have a pair of hands atached to the armor itself, and still doesn't make people run in fear, just make people shoot you with even more reason.
