Cannibal animation problem

The cannibal animation gets as far as the 3rd person camera and the crouch it just stops playing. It doesn't freeze the game; I can hear NPCs going about their business and I can bring up the menu and gracefully quit the game but I can't move or do anything in the game.

 

It doesn't seem to be related to other mods or at least not in an obvious way. It's something that doesn't happen right away but it happens after I play a new game for a while. I have a pair of saves that were done seconds apart, one outside the door of the Dunwich Building and one inside. The animation is fine in the first and broken in the second. It's not the Dunwich Building's fault though -- I just took a save where the animation works, went to Dunwich and it's fine, entered the building and it's still fine.

 

I've disabled all mods that seem to have anything to do with animations and nothing fixes it when it's broken and it doesn't break a working save when they're added back.
