Blue flashes with weather transitions

Hi

 

I'm having an odd issue that I can't pin down the source of. When I'm in the open world I get semi-frequent flashes of blue, they take up the whole screen, then the blue dissapates into the distance like fog.

 

It seems like it happens whenever there's a weather transition, especially rain.

 

Hopefully someone has come across this before and knows something about it. I'll include some screens.
