BlueRaja
There was a mod for this in Witcher 2, why not Witcher 3? Apparently the Hardcore Mod used to have it, but it looks like they took it out. "It's pointless since you can only have 12 skills activate at a time anyways" is not a valid argument - simply unlocking all the highest-tier skills requires more skill points than are available in the entire game. BlueRaja
I found this in gameplay/abilities/geralt_levelups.xml <level number="1" requiredTotalExp="0" addedSkillPoints="0"/> <level number="2" requiredTotalExp="1000" addedSkillPoints="1"/> <level number="3" requiredTotalExp="2000" addedSkillPoints="1"/> ... However, changing addedSkillPoints doesn't seem to work. Maybe it only works on new games?
HarrisonPudding
In order for the skill points to increase, you have to use quick bms to extract files from the newest patch, change the files in geralt_levelups in abilities and abilities plus, make sure the new file is the same size or smaller than the original and then use reimport.bat to put them into the game. There is a mod training tutorial from Polymorpher that explains the basics in detail. Here's the link: http://www.nexusmods.com/witcher3/mods/14/?. Make sure you back up your patch.bundle before changes and keep a vanilla version of all files changed and/or a changelog. I believe there are at least two mods currently that increase skill points and also adjust for xp. And BlueRaja--you are right that the changes have historically only worked on new games, but I recently was able to change a save game from the newest patch. Regardless, if you haven't modded the new patch yet, you will have to start new. Or you could wait and see if modders will update their info to the newest patch 1.08. Good luck.
